ICBC Knowledge Test Guide 2026 โ How to Pass Your BC Learner's Test
The ICBC knowledge test is the first gate on BC's Graduated Licensing Program. Pass it and you walk out with a Class 7L learner's licence; you then hold that licence for at least 12 months before you can book the Class 7N road test. Everything on the real exam is drawn from ICBC's own study guide, Learn to Drive Smart, which is free in every ICBC office and online in 2026.
What the 2026 ICBC knowledge test looks like
The test is 50 multiple-choice questions, split into two 25-question sections โ road signs and rules of the road. You need 20 out of 25 (80%) on each section to pass. The sections are scored independently, so a strong signs score cannot carry a weak rules score. If you clear one section and fail the other, ICBC lets you rewrite only the section you failed. The test is not timed and most learners finish in 20 to 40 minutes.
The fee is $15 per attempt in 2026, paid at the time of booking. If you have to rewrite, you pay another $15.
The new online option โ launched June 2026
In June 2026 ICBC rolled out a webcam-proctored online knowledge test for eligible first-time Class 7L applicants. The content and 80%-per-section pass mark are identical to the in-person version; what changes is the sitting itself. You book through icbc.com, verify your ID over a video call, and sit the test from a quiet room with a working webcam, microphone, and a government-issued ID. If something flags the proctor โ a second face on camera, a phone within reach โ the session ends and you rebook.
Not every applicant is eligible: anyone whose ICBC file is incomplete, who needs a translator, or who has an existing driving record from outside Canada must still write in person. Check the online booking tool before you buy an appointment โ it tells you up front whether your file qualifies.
Age, residency, and ID
- Minimum age โ 16. There is no maximum.
- Parental consent โ if you are under 19, a parent or legal guardian must sign the consent form in person at an ICBC driver licensing office before you can take the test.
- ID โ one piece of primary ID that confirms your legal name, date of birth, and signature (passport, PR card, or BCID). A secondary piece may be requested; see the current ICBC ID list before you go.
- Vision screening โ standard eye chart at the office, included in the appointment. Bring glasses or contacts if you need them.
What's in the Learn to Drive Smart manual
In 2026 the manual is organised into chapters that map one-to-one to the test. You can expect roughly this coverage:
- Signs chapter โ regulatory, warning, construction, information, pavement markings. About 190 of the 500 questions in a good practice bank sit here.
- Rules of the road โ right of way, intersections, speed limits, school and playground zones, passing, parking, highway driving.
- Sharing the road โ pedestrians, cyclists, motorcyclists, heavy vehicles, buses, trains, emergency vehicles.
- Driving under special conditions โ winter tires, mountain driving, fog, night, impaired and distracted driving.
- Graduated Licensing Program (GLP) โ the three stages (L, N, full) and the restrictions at each.
Five topics that catch BC learners
- Playground zones. 30 km/h dawn to dusk, every day โ not school days, not school hours. BC school zones are 30 km/h on school days from 8 a.m. to 5 p.m. Mixing these up loses points every test.
- Supervisor age for Class 7L. The driver in the front passenger seat must be at least 25 years old and hold a valid BC Class 5 or higher licence. A 24-year-old friend with a full Class 5 is not enough.
- Zero electronics for L and N drivers. No handheld phones, no hands-free, no watches with calls. Even stopped at a red light counts.
- Winter tyre season. October 1 to April 30 (or March 31 on most non-mountain routes) you must have winter tyres or chains on designated highways. The sign is a snowflake inside a tyre.
- Red arrows. A red right-turn arrow forbids the turn even on a green ball for the same intersection.
A one-week study plan
- Day 1 โ Read the Signs chapter end to end. Run the BC road signs drill once.
- Day 2 โ Read Rules of the Road. Run the rules drill.
- Day 3 โ Re-read the two chapters you were weakest on. Rerun both drills.
- Day 4 โ First full 50-question mock. Both sections must clear 20/25.
- Day 5 โ GLP drill twice (that is where most retests happen), then the mock again.
- Day 6 โ Final mock the night before. Target 22+/25 on both sides.
- Day 7 โ Book, bring $15 and your ID.
The GLP stages after you pass
Your Class 7L is stage one of three. The whole GLP runs a minimum of 36 months in 2026:
- Class 7L (Learner) โ minimum 12 months. Supervisor 25+, zero BAC, no electronics, one passenger plus supervisor, red L sign.
- Class 7N (Novice) โ minimum 24 months, drops to 18 months with an ICBC-approved driver training course. Zero BAC, no electronics, one passenger under 20 (immediate family exempt), green N sign.
- Full Class 5 โ restrictions lift after the Class 5 road test.
The knowledge test is the only part of the GLP that is pure study. Give it one honest week on this BC practice hub and the first-try pass is the easier outcome.
